Every QRIS payment has a Merchant Discount Rate (MDR): a percentage of the payment paid by the merchant. Bank Indonesia sets these rates, and from 1 October 2026 they became lower for many businesses.
What changed on 1 October 2026
In press release No. 28/159/DKom of 17 August 2026, Bank Indonesia announced that:
- 0% MDR continues for micro businesses (UMI) for payments up to Rp500,000;
- 0% MDR is extended to every merchant category for payments up to Rp100,000.
The full picture
| Merchant | Payment amount | MDR |
|---|---|---|
| All categories | up to Rp100,000 | 0% |
| Micro business (UMI) | up to Rp500,000 | 0% |
| Micro business (UMI) | above Rp500,000 | 0.3% |
| Small, medium, large (UKE, UME, UBE) | above Rp100,000 | 0.7% |
| Education | — | 0.6% |
| Fuel stations (SPBU) | — | 0.4% |
| Government services, social programmes | — | 0% |
The rates above the thresholds are from Bank Indonesia's MDR categories in force since 15 March 2025.

Examples
- A café registered as a small business sells a Rp85,000 order: MDR 0%.
- The same café sells a Rp250,000 order: 0.7% × Rp250,000 = Rp1,750.
- A micro business sells a Rp400,000 order: MDR 0%. A Rp1,000,000 order: 0.3% = Rp3,000.
Important rules
- MDR is paid by the merchant. It may not be passed on to the customer as a surcharge.
- Your category (micro, small, medium or large) is set when your QRIS is registered, based on the size of your business.
What this means for online businesses
Most everyday orders are small, so many of them now carry no MDR at all. This makes QRIS an even stronger first choice at checkout. Note that a payment gateway or aggregator may charge its own service fee on top of the network rules; always check your provider's pricing. PAYWISE's rates are on the pricing page, and How PAYWISE fees work explains what is charged.
